They do have a chatroom but it is not accessible to normal members but staff only. Every forum software does come, usually with a 5 user licence, with one of those.
I co-run a documentary forum and allthough we use a different supplier, the cost of a full fledged chat will set them back about US-$ 25-40. It is the installation that need the attention. You don't want all the world to be able to listen in, do you. Espicially not google.
