It is based on fluid dynamics. The larger the openning and more force of flow makes for a greater amount of fluid moving. Thus for a penis and bladder combination a small penis typically has a smaller urethral aperture or openning, though not always. A smaller bladder just means that the duration of time will be less. (Actually having a smaller openning will make this last longer too). It the force of contraction of the bladder that controls the flow along with two sphincters. I have seen a large penis that had a small openning make a very forceful urination that caused a higher sound. Whereas mine soft at two inches still has a large openning and I also have a large bladder so I make a deep sound and have been known to last almost 3 minutes.
