Actually, the pair of them are a couple of dimwits. Presuming the cyclist has done something wrong.......

Road Traffic Act 1960, part IV

.....Failure to give name and address and power of arrest in cases of dangerous driving or cycling.......Any such person as the following, namely - .....(b) the rider of a bicycle or tricycle who is alleged to have committed an offence of dangerous (s9) or careless (s10) cycling; who refuses, on being so required by any person having reasonable ground for so requiring, to give his name and address, or gives a false name and address commits an offence.

What do they teach them in Hendon today?
