Well, no penis is too small, meaning NO penis (zero inches) IS too small (for penetration), but I'd guess that anything longer should be able to do something.

I just want to say that if I ever manage to have an experience with another man I really hope that it's with one who actually prefers and loves small dicks. I'd feel WAY less slef conscious knowing that I could just let him see everything I've got (and everything I DON'T got
