Well, no penis is too small, meaning NO penis (zero inches) IS too small (for penetration), but I'd guess that anything longer should be able to do something.

Well, as with ANY partner, try everything, notice what he responds to, and do mostly that. And don't be afraid to ask what he likes.

I just want to say that if I ever manage to have an experience with another man I really hope that it's with one who actually prefers and loves small dicks.
