I've been watching a lot of Japanese porn and men in those movies are fairly small (under 6 inches). Looks like the women enjoy it (although there's a lot of squealing which gets annoying quickly). Besides Japanese are there any other ethnic groups where small penis size is not a problem or is even considered a good thing?

Your question reeks of the very Western assumption that "bigger is always better". Ever notice why all these sex manuals and sex techniques arose from the East? Because there's a historic focus on technique instead of size.
