I would not recommend surgery to anyone.
They butcher people while doing simple face lifts, implants etc...I imagine a penis enlargement surgery is a very complicated precedure.
I would stay away. Its better to have something then nothing at all

I'm sure not recommending it... I'm the first one who would never undergo any surgery unless absolutely necessary. And that particular one is not on that list.
