since the primary purpose of a penis is reproduction, it makes sense that a bigger one would be a more effective delivery system. this could explain the natural (and probably subconscious) preference for a big cock. so in time, the gene for larger size would become dominant, the gene for smaller size recessive. bottom line: there probably really are a lot more big cocks than small ones, regardless the race of the man.
